Narrative:
Taxing on echo. When I got to bravo there was a twin to my left and ground control told the twin to give way to me. Ground told me to taxi to 12 right at echo and I taxied forward directly onto the active runway resulting in a runway incursion. I have many hours logged on this airport and did much of my flight training here I'm not sure if I was distracted by the twin, but I am familiar with operations and hold short lines on the airport. One thing that I feel contributed to the incursion was a very faded hold short line at echo. Callback conversation with reporter revealed the following information: reporter claims that the new airport manager has sent out a letter to airport users apologizing for the condition of the field. He said there is no funding available for signage or painting of airport markings. The reporter also claims he was told that the tower controllers are frustrated with the rundown condition of the airport and that it has a high incidence of runway incursions.

Title: PLT IN C-182 AT CPS TAXIED ONTO AN ACTIVE RWY RESULTING IN A RWY INCURSION. PLT STATED THAT THE RWY HOLD SHORT LINE IS VERY FADED.
Narrative: TAXING ON ECHO. WHEN I GOT TO BRAVO THERE WAS A TWIN TO MY LEFT AND GND CTL TOLD THE TWIN TO GIVE WAY TO ME. GND TOLD ME TO TAXI TO 12 RIGHT AT ECHO AND I TAXIED FORWARD DIRECTLY ONTO THE ACTIVE RWY RESULTING IN A RWY INCURSION. I HAVE MANY HRS LOGGED ON THIS ARPT AND DID MUCH OF MY FLT TRAINING HERE I'M NOT SURE IF I WAS DISTRACTED BY THE TWIN, BUT I AM FAMILIAR WITH OPS AND HOLD SHORT LINES ON THE ARPT. ONE THING THAT I FEEL CONTRIBUTED TO THE INCURSION WAS A VERY FADED HOLD SHORT LINE AT ECHO. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CLAIMS THAT THE NEW ARPT MGR HAS SENT OUT A LETTER TO ARPT USERS APOLOGIZING FOR THE CONDITION OF THE FIELD. HE SAID THERE IS NO FUNDING AVAILABLE FOR SIGNAGE OR PAINTING OF ARPT MARKINGS. THE RPTR ALSO CLAIMS HE WAS TOLD THAT THE TWR CTLRS ARE FRUSTRATED WITH THE RUNDOWN CONDITION OF THE ARPT AND THAT IT HAS A HIGH INCIDENCE OF RWY INCURSIONS.
