Narrative:

Around XA30 pm I taxied in an small aircraft sel from the main terminal at mojave airport. The non federal tower gave us wind direction and speed. My intention was to taxi to runway 25 for takeoff. It was dark and I did not see the intersection to runway 25. I proceeded on the parallel taxiway to runway 30 which was completely lit. I got on runway 30 to back taxi to runway 25 for takeoff. I felt the ground to become soft. I did a 180 degree turn on the runway. At this time, the propeller struck the concrete portion which had not been removed for resurfacing of the runway 30. I shut the engine down and called the non federal tower to call security and help us tow the aircraft off the runway. Tower said on frequency 'I forgot to tell you that runway 30 is closed.' the airport's maintenance supervisor said that he forgot to turn the lights off from runway 30. There were no barricades blocking runway 30. The runway lights were on. I did not see an 'X' on the runway. The non federal tower did not follow me visually to realize that I was getting on a runway that was closed. Runway 30/12 was closed by NOTAM but not barricaded. The intent was to use it for taxi operation only.

Title: PLT OF AN SMA SEL TRAINING ACFT INADVERTENTLY TAXIED ONTO A CLOSED RWY UNDER CONSTRUCTION RESULTING IN STRIKING THE PROP ON THE TORN UP RWY DEBRIS.

Narrative: AROUND XA30 PM I TAXIED IN AN SMA SEL FROM THE MAIN TERMINAL AT MOJAVE ARPT. THE NON FEDERAL TWR GAVE US WIND DIRECTION AND SPD. MY INTENTION WAS TO TAXI TO RWY 25 FOR TKOF. IT WAS DARK AND I DID NOT SEE THE INTXN TO RWY 25. I PROCEEDED ON THE PARALLEL TXWY TO RWY 30 WHICH WAS COMPLETELY LIT. I GOT ON RWY 30 TO BACK TAXI TO RWY 25 FOR TKOF. I FELT THE GND TO BECOME SOFT. I DID A 180 DEG TURN ON THE RWY. AT THIS TIME, THE PROP STRUCK THE CONCRETE PORTION WHICH HAD NOT BEEN REMOVED FOR RESURFACING OF THE RWY 30. I SHUT THE ENG DOWN AND CALLED THE NON FEDERAL TWR TO CALL SECURITY AND HELP US TOW THE ACFT OFF THE RWY. TWR SAID ON FREQ 'I FORGOT TO TELL YOU THAT RWY 30 IS CLOSED.' THE ARPT'S MAINT SUPVR SAID THAT HE FORGOT TO TURN THE LIGHTS OFF FROM RWY 30. THERE WERE NO BARRICADES BLOCKING RWY 30. THE RWY LIGHTS WERE ON. I DID NOT SEE AN 'X' ON THE RWY. THE NON FEDERAL TWR DID NOT FOLLOW ME VISUALLY TO REALIZE THAT I WAS GETTING ON A RWY THAT WAS CLOSED. RWY 30/12 WAS CLOSED BY NOTAM BUT NOT BARRICADED. THE INTENT WAS TO USE IT FOR TAXI OP ONLY.
