Narrative:

While being vectored for approach to bwi's runway 33 at 4000 ft, we received a TA on an aircraft at approximately 12 O'clock, 600 ft below, with a climbing trend. Almost immediately we received a climb RA. Around the same time the first officer got the high wing aircraft in sight. We had already started to climb. We then got a descent RA. We pushed over and started a descent when we got another climb RA. We finally went back to 9000 ft, our assigned altitude. The whole event took place in less than 2 mins, and during the event the TCASII never stopped issuing commands, reversing itself every time.

Narrative: WHILE BEING VECTORED FOR APCH TO BWI'S RWY 33 AT 4000 FT, WE RECEIVED A TA ON AN ACFT AT APPROX 12 O'CLOCK, 600 FT BELOW, WITH A CLBING TREND. ALMOST IMMEDIATELY WE RECEIVED A CLB RA. AROUND THE SAME TIME THE FO GOT THE HIGH WING ACFT IN SIGHT. WE HAD ALREADY STARTED TO CLB. WE THEN GOT A DSCNT RA. WE PUSHED OVER AND STARTED A DSCNT WHEN WE GOT ANOTHER CLB RA. WE FINALLY WENT BACK TO 9000 FT, OUR ASSIGNED ALT. THE WHOLE EVENT TOOK PLACE IN LESS THAN 2 MINS, AND DURING THE EVENT THE TCASII NEVER STOPPED ISSUING COMMANDS, REVERSING ITSELF EVERY TIME.
