Narrative:

Aircraft taxies in to gate 25 mins prior to departure with mechanic at controls, coming from hangar. Prepared for flight, called for push. APU air dropped to level where a cool start did not appear likely. Requested air bottle and started both engines at gate. Pushed back. Disconnected and attempted taxi. Right engine would not accelerate above ground idle regardless of throttle position. Taxied back to gate and called maintenance. Open cowling. Maintenance requested throttle be moved fore and aft 3 times. I complied. Mechanic said 'captain, it's not even connected to the fuel control. You'd better shut it down before we have a runaway acceleration. It's got to go back to the hangar.' flight canceled.

Title: UNABLE TO CTL ENG WITH PWR LEVER AN ACR CREW CALLS FOR A MECH WHO FINDS THE CTL CABLE IS NOT CONNECTED TO THE FUEL CTL. THE ACFT HAD JUST RETURNED FROM A MAINT VISIT.

REQUESTED AIR BOTTLE AND STARTED BOTH ENGS AT GATE. PUSHED BACK. DISCONNECTED AND ATTEMPTED TAXI. R ENG WOULD NOT ACCELERATE ABOVE GND IDLE REGARDLESS OF THROTTLE POS. TAXIED BACK TO GATE AND CALLED MAINT. OPEN COWLING. MAINT REQUESTED THROTTLE BE MOVED FORE AND AFT 3 TIMES. I COMPLIED. MECH SAID 'CAPT, IT'S NOT EVEN CONNECTED TO THE FUEL CTL. YOU'D BETTER SHUT IT DOWN BEFORE WE HAVE A RUNAWAY ACCELERATION. IT'S GOT TO GO BACK TO THE HANGAR.' FLT CANCELED.
