Narrative:
2 T34's were holding due to WX minimums and thunderstorms reported at npa. A WX observation reporting better conditions above approach minimums was forwarded to pns approach control by npa base operations. I initiated vectors to final for the TACAN runway 25R for the holding T34's. When I issued the approach clearance to the first T34, npa gca called and verified I was 'bringing in the T34's in below minimums WX.' apparently, the WX had deteriorated but no observation was forwarded to pns approach control. This is not the first time we have had to operate with out-of-date WX posted for the local navy facilities. I consider this to be a safety issue for the pilots. Both FAA management and the navy are aware of this ongoing problem, but thus for, have failed to remedy it.

Title: PNS CTLR CONCERNED WITH RECURRENT BREAKDOWN IN MILFAC WX DISSEMINATION PROCS.
Narrative: 2 T34'S WERE HOLDING DUE TO WX MINIMUMS AND TSTMS RPTED AT NPA. A WX OBSERVATION RPTING BETTER CONDITIONS ABOVE APCH MINIMUMS WAS FORWARDED TO PNS APCH CTL BY NPA BASE OPS. I INITIATED VECTORS TO FINAL FOR THE TACAN RWY 25R FOR THE HOLDING T34'S. WHEN I ISSUED THE APCH CLRNC TO THE FIRST T34, NPA GCA CALLED AND VERIFIED I WAS 'BRINGING IN THE T34'S IN BELOW MINIMUMS WX.' APPARENTLY, THE WX HAD DETERIORATED BUT NO OBSERVATION WAS FORWARDED TO PNS APCH CTL. THIS IS NOT THE FIRST TIME WE HAVE HAD TO OPERATE WITH OUT-OF-DATE WX POSTED FOR THE LCL NAVY FACILITIES. I CONSIDER THIS TO BE A SAFETY ISSUE FOR THE PLTS. BOTH FAA MGMNT AND THE NAVY ARE AWARE OF THIS ONGOING PROB, BUT THUS FOR, HAVE FAILED TO REMEDY IT.
