Narrative:
Acting as controller in charge, departure sector called me over to be relieved for a possible pilot deviation. DH8 on STAR, rj on vectors. Apparently, DH8 was slightly off course. Controller caught it and took action as soon as she was aware the DH8 was off course. Supplemental information from acn 521820: we were on the manne 4 arrival into dca. Clearance was given to go direct to manne intersection, approximately 060 degree heading, and resume the arrival. Prior to reaching manne, I had selected the heading mode on the autoflt controller, also selected VOR to set up for the approach in use at dca. When I reselected the FMS, I didn't select the navigation mode again, so when passing the manne intersection, remained on the 060 degree heading. I noticed this when we were 1.8 mi past the course (1.8 mi northeast of course) and turned to 150 degree heading to rejoin the arrival course. Just after I started the turn, the approach controller told me to turn to 180 degree heading. The controller repeated this command saying it was for traffic. The copilot during this was on another radio checking in with dca operations. The copilot heard our TCASII system give a traffic alert and stated to me that traffic was no closer than the 2 mi ring on our TCASII panel and was 1100 ft above. We did not get an RA only a traffic alert, and turn commanded from ATC.

CLRNC WAS GIVEN TO GO DIRECT TO MANNE INTXN, APPROX 060 DEG HDG, AND RESUME THE ARR.
