Narrative:
During a visual approach to runway 12R at stl downtown airport (cpt), I came within 100 ft of a helicopter that was transitioning the airport traffic area with no intention to land. I was on a right base to runway 12R and began a descent from pattern altitude, about to turn final, when I saw the helicopter in front of me moving from left to right and 100 ft above my aircraft. I had been cleared to land. The helicopter had been given permission to transition the airport traffic area by the tower and was advised traffic was approaching the airport to both runway 12L and runway 12R. The tower asked the helicopter pilot if he saw our aircraft and he did not respond. The helicopter pilot seemed oblivious to the operations going on in the traffic pattern. I believe that in the future, the tower should give aircraft transitioning the a.T.a. Specific instructions to avoid the normal flow of landing aircraft to prevent such a potentially deadly situation.

Title: GA CORPORATE JET PLT CONCERNED WITH HELICOPTER TFC CROSSING IN FRONT WHILE ON APCH LNDG PHASE TO CPS ARPT.
Narrative: DURING A VISUAL APCH TO RWY 12R AT STL DOWNTOWN ARPT (CPT), I CAME WITHIN 100 FT OF A HELICOPTER THAT WAS TRANSITIONING THE ARPT TFC AREA WITH NO INTENTION TO LAND. I WAS ON A RIGHT BASE TO RWY 12R AND BEGAN A DESCENT FROM PATTERN ALTITUDE, ABOUT TO TURN FINAL, WHEN I SAW THE HELICOPTER IN FRONT OF ME MOVING FROM LEFT TO RIGHT AND 100 FT ABOVE MY ACFT. I HAD BEEN CLEARED TO LAND. THE HELICOPTER HAD BEEN GIVEN PERMISSION TO TRANSITION THE ARPT TFC AREA BY THE TWR AND WAS ADVISED TFC WAS APCHING THE ARPT TO BOTH RWY 12L AND RWY 12R. THE TWR ASKED THE HELICOPTER PLT IF HE SAW OUR ACFT AND HE DID NOT RESPOND. THE HELICOPTER PLT SEEMED OBLIVIOUS TO THE OPERATIONS GOING ON IN THE TFC PATTERN. I BELIEVE THAT IN THE FUTURE, THE TWR SHOULD GIVE ACFT TRANSITIONING THE A.T.A. SPECIFIC INSTRUCTIONS TO AVOID THE NORMAL FLOW OF LANDING ACFT TO PREVENT SUCH A POTENTIALLY DEADLY SIT.
