Narrative:
Upon leaving holding, we were cleared to descend to 9000 ft direct to camrn intersection. Shortly after leveling off at 9000 ft and approximately between 10-20 mi south of camrn, a TCASII target was observed immediately below our aircraft climbing rapidly. As this climbing target approached closer, a TA was issued by the TCASII system. Shortly thereafter, this TA became an RA and the TCASII system directed a climb. Our aircraft was immediately climbed from 9000 ft to 9700 ft whereupon the RA ceased. ZNY was notified of our RA climb, we were issued a turn, and reclred to descend to 9000 ft. My TCASII observation was that the other aircraft came within -300 ft vertically. Horizontal distance was undetermined but the target appeared to be almost directly below our aircraft with the HSI set to a 20 mi scale. The other aircraft was not idented and was not visually observed as WX at the time was IMC.
Original NASA ASRS Text
Title: NMAC. A B757-200 FLT TAKES EVASIVE ACTION CLB IN RESPONSE TO A TCASII RA FROM AN ACFT THAT OVERSHOT ITS ASSIGNED ALT DURING CLB 50 MI SSW OF JFK, NY.
Narrative: UPON LEAVING HOLDING, WE WERE CLRED TO DSND TO 9000 FT DIRECT TO CAMRN INTXN. SHORTLY AFTER LEVELING OFF AT 9000 FT AND APPROX BTWN 10-20 MI S OF CAMRN, A TCASII TARGET WAS OBSERVED IMMEDIATELY BELOW OUR ACFT CLBING RAPIDLY. AS THIS CLBING TARGET APCHED CLOSER, A TA WAS ISSUED BY THE TCASII SYS. SHORTLY THEREAFTER, THIS TA BECAME AN RA AND THE TCASII SYS DIRECTED A CLB. OUR ACFT WAS IMMEDIATELY CLBED FROM 9000 FT TO 9700 FT WHEREUPON THE RA CEASED. ZNY WAS NOTIFIED OF OUR RA CLB, WE WERE ISSUED A TURN, AND RECLRED TO DSND TO 9000 FT. MY TCASII OBSERVATION WAS THAT THE OTHER ACFT CAME WITHIN -300 FT VERTLY. HORIZ DISTANCE WAS UNDETERMINED BUT THE TARGET APPEARED TO BE ALMOST DIRECTLY BELOW OUR ACFT WITH THE HSI SET TO A 20 MI SCALE. THE OTHER ACFT WAS NOT IDENTED AND WAS NOT VISUALLY OBSERVED AS WX AT THE TIME WAS IMC.
