Narrative:
Lda DME runway 19 approach to dca. Approach was high and fast. The intercept of localizer was made above glideslope. Speed brake used to slow and descend. Flaps selected too close to limits. Excessive speed at 500 ft. A go around should have been executed. Touchdown and landing was normal. In the future, I must insist the controller provide adequate vectoring to stabilize early in approach. Otherwise go around.
