Narrative:
While taxiing to runway 30 lgb captain requested the taxi checklist, during which he interrupted the check with additional requests, at which the first officer then had to return to the top of the check delaying the completion of the taxi checklist. As the captain approached runway 30 at J intersection he crossed the holding line a short distance and stopped well back of the runway. However, past the holding lines. Tower control not knowing if the captain was going to stop, canceled the landing clearance of an approaching aircraft. Flight crew's should taxi in the area of a runway with extra care, both pilots should be looking outside the aircraft at this point. I should have stopped the checklist until the aircraft was stopped and completed the captain's request after insuring we stopped short of the holding lines. It is both pilots' job to insure safe operation of an aircraft. Safety always must come first, then the checklist!

Title: A CL60 CREW, DURING TAXI FOR TKOF AT LGB, TAXIED PAST A HOLD SHORT LINE, RESULTING IN A GAR.
Narrative: WHILE TAXIING TO RWY 30 LGB CAPT REQUESTED THE TAXI CHKLIST, DURING WHICH HE INTERRUPTED THE CHK WITH ADDITIONAL REQUESTS, AT WHICH THE FO THEN HAD TO RETURN TO THE TOP OF THE CHK DELAYING THE COMPLETION OF THE TAXI CHKLIST. AS THE CAPT APCHED RWY 30 AT J INTXN HE CROSSED THE HOLDING LINE A SHORT DISTANCE AND STOPPED WELL BACK OF THE RWY. HOWEVER, PAST THE HOLDING LINES. TWR CTL NOT KNOWING IF THE CAPT WAS GOING TO STOP, CANCELED THE LNDG CLRNC OF AN APCHING ACFT. FLC'S SHOULD TAXI IN THE AREA OF A RWY WITH EXTRA CARE, BOTH PLTS SHOULD BE LOOKING OUTSIDE THE ACFT AT THIS POINT. I SHOULD HAVE STOPPED THE CHKLIST UNTIL THE ACFT WAS STOPPED AND COMPLETED THE CAPT'S REQUEST AFTER INSURING WE STOPPED SHORT OF THE HOLDING LINES. IT IS BOTH PLTS' JOB TO INSURE SAFE OP OF AN ACFT. SAFETY ALWAYS MUST COME FIRST, THEN THE CHKLIST!
