Narrative:
At approximately XA50 on vector to intercept final approach course for ILS runway 5 toronto/pearson international, aircraft cleared for approach. Level at 3000 ft below broken cloud layer VMC visibility 15 mi outside air temperature 5 degrees C. Aircraft was 210 KTS and slowing. Handed over to toronto tower. Selected 8 degrees of flaps and almost immediately received flaps fail caution message. Flaps indicating 0 degrees on both sides. Informed tower that approach needed to be terminated and nature of aircraft problem. Tower cleared us for 3000 ft and runway heading and handed us back over to toronto approach. Informed approach of nature of problem, that required checklist needed to be completed and declared emergency requesting emergency equipment to be standing by. Completed all required checklists and QRH procedures calculating new airspeed and runway limitations. Informed toronto approach ready for approach. Cleared for ILS runway 5, handed over to tower and cleared to land. Landing and taxi to ramp uneventful. Aircraft ferried to cincinnati the following day.
