Narrative:
I climbed air carrier X to 23000 and gave a restriction of 250 KTS. I put 16000 ft in the data block thinking I gave air carrier X 16000 ft. When he left 16000 ft, I realized there was a problem and turned and descended the air carrier X and turned the air carrier Y.
