Narrative:
Location-taxiway Y at runway 4 this is check airman with new guy passing thru lga at night. Neither of us had been thru lga for quiet a while. We had an aircraft with an open engine bleed valve on the left engine. We had maximum power bleeds off and only takeoff information for runway 4. We taxied out telling the tower we could depart at the end because we had our numbers coming up. We found that we were over the ptow weight and needed to do some adjustments to speeds. Rather than doing a book exercise on taxiway B. We requested and confessed to ground. They told us to hold short on taxiway B at taxiway Y. He then cleared us to cross runway 4 at intersection Y to taxiway bb then hold short of taxiway east. We rogered. As I moved the aircraft I could not see taxiway Y to my right. As I got closer to the center of runway 4 I still could not see taxiway Y on my right neither could the first officer. I could however turn left to taxiway yy and to taxiway aa to taxiway Y to taxiway bb to txwt east. The taxiway was clear. There was a 727 in position on runway 4 so I took it. The controller finally called back and told us not to turn right, no I mean left that is not taxiway Y. I told him I know but we could not see the taxiway Y sign. I chose this course because it appeared the best to me at the time rather than run down runway 4 looking for taxiway Y. The commercial chart is not necessarily correct based on what we saw at night. The commercial chart also has a note about not using taxiway Y from taxiway cy to taxiway F with a 757 size aircraft. We taxied as cleared from taxiway aa to taxiway Y to taxiway bb to taxiway east. Everything else was normal. Callback conversation with reporter revealed the following information: a 'klga' tower specialist revealed that his south O P manual concurs with the restriction published on the airport diagram. This restriction protects aircraft from a chain link fence to the left and, along with a restriction involving 'taxiway D,' protects RVR towers located in the triangle formed by Y, bb, and D txwys. There was no mention of a restriction involving 'bb' taxiway. It was pointed out that, during certain operations, aircraft are cleared to taxi on 'taxiway Y' between 'taxiway cy' and 'taxiway bb' in order to gain access to 'taxiway bb.' it was also mentioned that the hazards associated with 'taxiway Y' are located north of 'taxiway bb.' when observing the runway chart this seems to be the case. Further discussion with 'port authority' personnel revealed a change in the restriction will be made. The proposed restriction would read: taxiway 'Y' between txwys 'bb' and 'F' closed to aircraft with a wing span in excess of 110 ft it was also brought to the analyst's attention that the wing span restriction was revised to 112 ft over a yr ago and is still not in print. It was pointed out that the new proposed restriction may take a while before we see it on the airport diagram chart.

Narrative: LOCATION-TXWY Y AT RWY 4 THIS IS CHK AIRMAN WITH NEW GUY PASSING THRU LGA AT NIGHT. NEITHER OF US HAD BEEN THRU LGA FOR QUIET A WHILE. WE HAD AN ACFT WITH AN OPEN ENG BLEED VALVE ON THE LEFT ENG. WE HAD MAX POWER BLEEDS OFF AND ONLY TKOF INFO FOR RWY 4. AS I GOT CLOSER TO THE CENTER OF RWY 4 I STILL COULD NOT SEE TXWY Y ON MY R NEITHER COULD THE FO. I COULD HOWEVER TURN LEFT TO TXWY YY AND TO TXWY AA TO TXWY Y TO TXWY BB TO TXWT E. THE TXWY WAS CLR. THERE WAS A 727 IN POS ON RWY 4 SO I TOOK IT. THE CTLR FINALLY CALLED BACK AND TOLD US NOT TO TURN RIGHT, NO I MEAN LEFT THAT IS NOT TXWY Y. I TOLD HIM I KNOW BUT WE COULD NOT SEE THE TXWY Y SIGN. I CHOSE THIS COURSE BECAUSE IT APPEARED THE BEST TO ME AT THE TIME RATHER THAN RUN DOWN RWY 4 LOOKING FOR TXWY Y. THE COMMERCIAL CHART IS NOT NECESSARILY CORRECT BASED ON WHAT WE SAW AT NIGHT. THE COMMERCIAL CHART ALSO HAS A NOTE ABOUT NOT USING TXWY Y FROM TXWY CY TO TXWY F WITH A 757 SIZE ACFT. WE TAXIED AS CLRED FROM TXWY AA TO TXWY Y TO TXWY BB TO TXWY E. EVERYTHING ELSE WAS NORMAL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: A 'KLGA' TWR SPECIALIST REVEALED THAT HIS S O P MANUAL CONCURS WITH THE RESTRICTION PUBLISHED ON THE ARPT DIAGRAM. IT WAS ALSO MENTIONED THAT THE HAZARDS ASSOCIATED WITH 'TXWY Y' ARE LOCATED N OF 'TXWY BB.' WHEN OBSERVING THE RWY CHART THIS SEEMS TO BE THE CASE. FURTHER DISCUSSION WITH 'PORT AUTHORITY' PERSONNEL REVEALED A CHANGE IN THE RESTRICTION WILL BE MADE. THE PROPOSED RESTRICTION WOULD READ: TXWY 'Y' BTWN TXWYS 'BB' AND 'F' CLOSED TO ACFT WITH A WING SPAN IN EXCESS OF 110 FT IT WAS ALSO BROUGHT TO THE ANALYST'S ATTENTION THAT THE WING SPAN RESTRICTION WAS REVISED TO 112 FT OVER A YR AGO AND IS STILL NOT IN PRINT.
