Narrative:
Approximately wnw of valry intersection at 7000 ft MSL, got a 'too low terrain' GPWS warning. We responded in accordance with the 'red box' procedures, and climbed to 10000 ft MSL where the warning stopped. Advised ZBW during the escape what we were doing. Leveled at 10000 ft MSL, then proceeded to ign VOR and let down for an ILS runway 16 approach/landing to hpn. It was IMC throughout warning and recovery. MSA in the area is 3000 ft MSL. Egpws was not on. Wrote the problem up in the logbook. Maintenance placarded the system inoperative.
