Narrative:
I was acting as co-pilot on a flight to ZZZ2 airfield. The flight had been conducted on an IFR flight plan. We had received permission to land. We were advised after landing that 100LL fuel was not available. The nearest fuel was ZZZ3 airport. We filed a military flight plan (VFR) to ZZZ3 airport, and then returning to ZZZ2 airfield. We obtained fuel at ZZZ3 airport. Our departure from ZZZ2 airfield was coordinated through ZZZ2 airport tower and ZZZ1 approach. We departure ZZZ3 airport and was advised by ZZZ1 approach control that ZZZ tower would not allow us into ZZZ2 airfield airspace. We returned to ZZZ3 airport. We were advised by ZZZ4 FSS that ZZZ tower could not understand how we got into or out of ZZZ2 airfield. We talked to the FAA FSS/ZZZ1 TRACON and ZZZ2 ATC. After approximately four hours on the ground at ZZZ3 airport we received a wavier from a government't law enforcement agency and FAA for operation into ZZZ2 airspace. It is evident that we had not touched all the appropriate bases. We had thought that being a state aircraft on a government't mission with a prior permission complied with all the airspace requirements. This flight showed us how very important that it is to assure that all agencies understand our mission, and that we know the rules we are working with for our safety. 09/tue/01, changes many of the factors necessary for safe flight and the defense of our nation.

Title: A PA32 CREW VIOLATED A TFR INVOLVING A MIL INSTALLATION.
Narrative: I WAS ACTING AS CO-PLT ON A FLT TO ZZZ2 AIRFIELD. THE FLT HAD BEEN CONDUCTED ON AN IFR FLT PLAN. WE HAD RECEIVED PERMISSION TO LAND. WE WERE ADVISED AFTER LNDG THAT 100LL FUEL WAS NOT AVAILABLE. THE NEAREST FUEL WAS ZZZ3 ARPT. WE FILED A MIL FLT PLAN (VFR) TO ZZZ3 ARPT, AND THEN RETURNING TO ZZZ2 AIRFIELD. WE OBTAINED FUEL AT ZZZ3 ARPT. OUR DEP FROM ZZZ2 AIRFIELD WAS COORDINATED THROUGH ZZZ2 ARPT TWR AND ZZZ1 APCH. WE DEP ZZZ3 ARPT AND WAS ADVISED BY ZZZ1 APCH CTL THAT ZZZ TWR WOULD NOT ALLOW US INTO ZZZ2 AIRFIELD AIRSPACE. WE RETURNED TO ZZZ3 ARPT. WE WERE ADVISED BY ZZZ4 FSS THAT ZZZ TWR COULD NOT UNDERSTAND HOW WE GOT INTO OR OUT OF ZZZ2 AIRFIELD. WE TALKED TO THE FAA FSS/ZZZ1 TRACON AND ZZZ2 ATC. AFTER APPROX FOUR HRS ON THE GND AT ZZZ3 ARPT WE RECEIVED A WAVIER FROM A GOV'T LAW ENFORCEMENT AGENCY AND FAA FOR OP INTO ZZZ2 AIRSPACE. IT IS EVIDENT THAT WE HAD NOT TOUCHED ALL THE APPROPRIATE BASES. WE HAD THOUGHT THAT BEING A STATE ACFT ON A GOV'T MISSION WITH A PRIOR PERMISSION COMPLIED WITH ALL THE AIRSPACE REQUIREMENTS. THIS FLT SHOWED US HOW VERY IMPORTANT THAT IT IS TO ASSURE THAT ALL AGENCIES UNDERSTAND OUR MISSION, AND THAT WE KNOW THE RULES WE ARE WORKING WITH FOR OUR SAFETY. 09/TUE/01, CHANGES MANY OF THE FACTORS NECESSARY FOR SAFE FLT AND THE DEFENSE OF OUR NATION.
