Narrative:
Before takeoff I asked the captain what altitude was filed (13000 ft) and dialed it into the altitude alerter. After takeoff I called rockford departure for our clearance to meigs (cgx). We were cleared direct joliet (jot) direct cgx. No altitude was given but I assumed it to be our filed altitude. After reaching 13000 ft we were cleared back to 5000 ft and told to expedite. Shortly after descent, rockford asked who we talked to before them and where did we get our clearance. We told them we got it from them but that no altitude had been given. We asked if there was a problem with the altitude and they said there was not. In hindsight, the problem could have been avoided if I had asked for an initial altitude when I received the clearance. Also, because we filed for an altitude, does not necessarily mean we will receive it. A contributing factor may have been trying to get an airborne clearance in the busy airspace around chicago.

Title: BEECH C90 FLC INADVERTENTLY CLBED TO THEIR FLT PLAN ALT DURING DEP RATHER THAN AN ALT DEP CTLRS INTENDED FOR THEM, BUT WAS NEVER RECEIVED BY THE FLC.
Narrative: BEFORE TKOF I ASKED THE CAPT WHAT ALT WAS FILED (13000 FT) AND DIALED IT INTO THE ALT ALERTER. AFTER TKOF I CALLED ROCKFORD DEP FOR OUR CLRNC TO MEIGS (CGX). WE WERE CLRED DIRECT JOLIET (JOT) DIRECT CGX. NO ALT WAS GIVEN BUT I ASSUMED IT TO BE OUR FILED ALT. AFTER REACHING 13000 FT WE WERE CLRED BACK TO 5000 FT AND TOLD TO EXPEDITE. SHORTLY AFTER DSCNT, ROCKFORD ASKED WHO WE TALKED TO BEFORE THEM AND WHERE DID WE GET OUR CLRNC. WE TOLD THEM WE GOT IT FROM THEM BUT THAT NO ALT HAD BEEN GIVEN. WE ASKED IF THERE WAS A PROB WITH THE ALT AND THEY SAID THERE WAS NOT. IN HINDSIGHT, THE PROB COULD HAVE BEEN AVOIDED IF I HAD ASKED FOR AN INITIAL ALT WHEN I RECEIVED THE CLRNC. ALSO, BECAUSE WE FILED FOR AN ALT, DOES NOT NECESSARILY MEAN WE WILL RECEIVE IT. A CONTRIBUTING FACTOR MAY HAVE BEEN TRYING TO GET AN AIRBORNE CLRNC IN THE BUSY AIRSPACE AROUND CHICAGO.
