Asymmetric power was utilized to initiate a turn. Left brake seamed frozen. Full reverse was applied. Supplemental information from acn 533944: captain was taxiing on taxiway B and was making a right turn onto runway 5/23. Captain stopped prior to making the turn. Captain applied no power on left engine and ground fire on right engine. Aircraft moved forward instead of making the turn, stopping approximately 20-30 ft of the runway. See pictorial on reverse side. Braking action had been reported as poor on snow and ice.
