Narrative:
TCASII alert in descent passing approximately 7000 ft. Aircraft on TCASII showed ahead about 1/2 mi and 600 ft below, acquired visually as TCASII RA sounded. Decreased descent rate and we passed about 400 ft over the top of a single engine high wing aircraft. Aircraft was very gray in appearance on a gray overcast twilight and going in our direction, so they could not have seen us until we passed them. ATC said he did not see aircraft on radar before we called it out and it popped up on TCASII suddenly -- thank goodness.
