Narrative:
During routine flight to refuel at ccr, concorde, ca we encountered un-forecast low IFR conditions. After two approachs at concord, which were unsuccessful we decided to rtn to known VFR conditions at lvk, livermore, ca. En route we reached low fuel state and declared 'minimum fuel' with stockton approach to ensure unnecessary vectors. Made normal landing at lvk airport. Was asked to call tower to explain problem. To prevent this problem from happening again, we would limit the attempts of approachs. This flight was a valuable lesson about how quickly things can change, and you must always have a plan to ensure landing safely without reaching low fuel sits.

Title: LJ-24 CREW ENCOUNTERED WX BELOW LNDG MINIMUMS. THEY DELAYED TOO LONG AND WERE FORCED TO DECLARE A MINIMUM FUEL STATE ENRTE TO THE DIVERSION ARPT.
Narrative: DURING ROUTINE FLT TO REFUEL AT CCR, CONCORDE, CA WE ENCOUNTERED UN-FORECAST LOW IFR CONDITIONS. AFTER TWO APCHS AT CONCORD, WHICH WERE UNSUCCESSFUL WE DECIDED TO RTN TO KNOWN VFR CONDITIONS AT LVK, LIVERMORE, CA. ENRTE WE REACHED LOW FUEL STATE AND DECLARED 'MINIMUM FUEL' WITH STOCKTON APCH TO ENSURE UNNECESSARY VECTORS. MADE NORMAL LNDG AT LVK ARPT. WAS ASKED TO CALL TWR TO EXPLAIN PROB. TO PREVENT THIS PROB FROM HAPPENING AGAIN, WE WOULD LIMIT THE ATTEMPTS OF APCHS. THIS FLT WAS A VALUABLE LESSON ABOUT HOW QUICKLY THINGS CAN CHANGE, AND YOU MUST ALWAYS HAVE A PLAN TO ENSURE LNDG SAFELY WITHOUT REACHING LOW FUEL SITS.
