Narrative:
Level at FL250 and receiving ATIS from las airport, I was cleared for the skebr RNAV 1 arrival. Read back clearance but did not hear nor read back 'cleared to descend' via the skebr RNAV 1 arrival. Thus, I remained at FL250 awaiting descent instructions. About 10 mi southwest of skebr, controller said 'you've missed your descent profile, turn right heading 165 degrees and descend to FL190' and then continued me around for a right 360 degree turn to allow room for the descent to the mandatory crossing restr of 12000 ft (at 250 KTS) at skebr. I was distraction by ATIS and read back what I thought I heard but was uncertain. I was unfamiliar with this type of STAR with mandatory crossing restrs as opposed to the more common 'expect to' crossing advisories. Commercial charts should state that these type of stars are mandatory crossing restrs if descend to 'descend via' unless otherwise cleared.

Narrative: LEVEL AT FL250 AND RECEIVING ATIS FROM LAS ARPT, I WAS CLRED FOR THE SKEBR RNAV 1 ARR. READ BACK CLRNC BUT DID NOT HEAR NOR READ BACK 'CLRED TO DSND' VIA THE SKEBR RNAV 1 ARR. THUS, I REMAINED AT FL250 AWAITING DSCNT INSTRUCTIONS.
