Narrative:
The following events took place while I was en route to phx from sow. An IFR flight plan was filed with prc FSS at about XA00Z. The requested flight plan was to leave sow for phx via direct to hozer intersection and join V190 to pxr VOR and then direct to phx at 12000 ft MSL. The requested proposed departure time was XB00Z. I was given an IFR clearance via a telephone line by prc FSS with a void time of XC10Z on the ground at sow. The assigned transponder code was dialed and squawked. I departed sow at XA30Z for hozer intersection on V190. During climb out to 12000 ft MSL, I contacted ZAB on 132.9 while climbing through 8500 ft MSL. ZAB responded to my radio transmission and told me that I was 15 mins early and there was an aircraft holding at hozer intersection on V190. I acknowledged that I might have misunderstood the clearance and then immediately asked them what they preferred me to do. It appears that I might have been given a release time, however, it was not pointed out to me during my readback by the pfc FSS controller. ZAB cleared me to join V190 and climb to 12000 ft MSL with a southwest heading. WX condition through climb out to 12000 ft MSL was MVFR condition with snow shower. There was no report to me by ZAB of any close call to the traffic holding at hozer intersection.

Narrative: THE FOLLOWING EVENTS TOOK PLACE WHILE I WAS ENRTE TO PHX FROM SOW. AN IFR FLT PLAN WAS FILED WITH PRC FSS AT ABOUT XA00Z. I WAS GIVEN AN IFR CLRNC VIA A TELEPHONE LINE BY PRC FSS WITH A VOID TIME OF XC10Z ON THE GND AT SOW. THE ASSIGNED XPONDER CODE WAS DIALED AND SQUAWKED. I DEPARTED SOW AT XA30Z FOR HOZER INTXN ON V190. DURING CLBOUT TO 12000 FT MSL, I CONTACTED ZAB ON 132.9 WHILE CLBING THROUGH 8500 FT MSL.
