Narrative:
Aircraft arrived at gate with an inbound gripe. After takeoff at about 800 ft AGL, rudder ratio light and EICAS message came on. Troubleshot aircraft per B757 fault isolation manual, found the rudder ratio changer actuator to be the cause. Replaced the rudder ratio changer actuator and performed chkout per maintenance manual 27-21-13-2. System checks normal. At a later date while discussing with another amt the procedures for replacing the rudder ratio changer actuator, it was brought to my attention that this component replacement requires an rii. I reviewed the maintenance manual procedures and nowhere in the maintenance manual 27-21-12 does it state this is an rii item. Nor is there an 'ajic' card deck for this procedure. I feel that the aircraft maintenance manual should state when a component replacement is an rii and an 'ajic' deck is used.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE RUDDER RATIO CHANGER REPLACED WITH NO FAA REQUIRED INSPECTION.
Narrative: ACFT ARRIVED AT GATE WITH AN INBOUND GRIPE. AFTER TKOF AT ABOUT 800 FT AGL, RUDDER RATIO LIGHT AND EICAS MESSAGE CAME ON. TROUBLESHOT ACFT PER B757 FAULT ISOLATION MANUAL, FOUND THE RUDDER RATIO CHANGER ACTUATOR TO BE THE CAUSE. REPLACED THE RUDDER RATIO CHANGER ACTUATOR AND PERFORMED CHKOUT PER MAINT MANUAL 27-21-13-2. SYS CHKS NORMAL. AT A LATER DATE WHILE DISCUSSING WITH ANOTHER AMT THE PROCS FOR REPLACING THE RUDDER RATIO CHANGER ACTUATOR, IT WAS BROUGHT TO MY ATTN THAT THIS COMPONENT REPLACEMENT REQUIRES AN RII. I REVIEWED THE MAINT MANUAL PROCS AND NOWHERE IN THE MAINT MANUAL 27-21-12 DOES IT STATE THIS IS AN RII ITEM. NOR IS THERE AN 'AJIC' CARD DECK FOR THIS PROC. I FEEL THAT THE ACFT MAINT MANUAL SHOULD STATE WHEN A COMPONENT REPLACEMENT IS AN RII AND AN 'AJIC' DECK IS USED.
