Narrative:

Upon block in, FAA ramp checked aircraft. FAA observed 3 'gouges' which ultimately were scratches in paint, in unpressurized portion of fuselage. Captain was unaware as was first officer-flight engineer of scratches due to previous repair/painted over. FAA grounded aircraft. Ferry permit issued and aircraft was flown ZZZ to ZZZ1 for repairs. No crew action taken on FAA's part.

Title: A B737-200 WAS FOUND BY AN FAA SAFETY INSPECTOR TO BE IN NON COMPLIANCE WITH 3 PAINTED OVER GOUGES IN THE FUSELAGE SKIN. ACFT WAS REMOVED FROM SVC.

Narrative: UPON BLOCK IN, FAA RAMP CHKED ACFT. FAA OBSERVED 3 'GOUGES' WHICH ULTIMATELY WERE SCRATCHES IN PAINT, IN UNPRESSURIZED PORTION OF FUSELAGE.
