Narrative:
Aircraft was damaged on may/mon/02 requiring #2 engine outboard cowl replacement and dragged, side load pylon inspection. The inspection had been performed on the evening of may/mon/02. The cowling was installed the morning of may/tue/02. The inspection had been signed off by another mechanic. I installed the cowl, signed it off, and forgot the aircraft work release for the conditional inspection. We had numerous aircraft swaps just prior to the cowling arriving at the aircraft. I was busy signing off the installation of the cowl while trying to obtain part number and serial number from company because it was the svcable tag was in the crate with the damaged cowl. Boxed, ready to ship. And forgot the aircraft work release signoff. Upon realizing I forgot the aircraft work release, I tried to contact the aircraft but they had just departed. I phoned duty control, talked to duty control manager. We provided an aircraft work release per maintenance procedures manual and by faxing a copy and attaching it to the logbook when the aircraft got to destination.

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH THE REQUIREMENT FOR A MAINT RELEASE DOCUMENT TO BE ON BOARD.
Narrative: ACFT WAS DAMAGED ON MAY/MON/02 REQUIRING #2 ENG OUTBOARD COWL REPLACEMENT AND DRAGGED, SIDE LOAD PYLON INSPECTION. THE INSPECTION HAD BEEN PERFORMED ON THE EVENING OF MAY/MON/02. THE COWLING WAS INSTALLED THE MORNING OF MAY/TUE/02. THE INSPECTION HAD BEEN SIGNED OFF BY ANOTHER MECH. I INSTALLED THE COWL, SIGNED IT OFF, AND FORGOT THE ACFT WORK RELEASE FOR THE CONDITIONAL INSPECTION. WE HAD NUMEROUS ACFT SWAPS JUST PRIOR TO THE COWLING ARRIVING AT THE ACFT.
