Narrative:
At 15 mi west of mwc, I got ATIS. Monitored ues, wi, as I passed to the north. 10 mi west, called mwc to report position and altitude (descending out of 4500 ft) to land. Controller advised me to report 2 mi west for right downwind to runway 22. Just before my call at 2 mi west, saw aircraft (aircraft Y) on a collision course. He reacted fine and we both maneuvered away from each other. He reported the near miss. Mwc controller told him to turn on his transponder. I never heard of any traffic departing the area. I was never told to watch for traffic. Later, the controller told me the aircraft had his transponder off and the aircraft had reported to him that he would depart northwest. Controller did a poor job. Airport seemed slow -- little traffic. Both aircraft did not collide because of the pilots seeing each other in time. Controller was not watching or concerned about my entry to traffic pattern.

Title: NMAC BTWN A GOV GA AND A DEP GA 2 NM W OF MWC, WI.
Narrative: AT 15 MI W OF MWC, I GOT ATIS. MONITORED UES, WI, AS I PASSED TO THE N. 10 MI W, CALLED MWC TO RPT POS AND ALT (DSNDING OUT OF 4500 FT) TO LAND. CTLR ADVISED ME TO RPT 2 MI W FOR R DOWNWIND TO RWY 22. JUST BEFORE MY CALL AT 2 MI W, SAW ACFT (ACFT Y) ON A COLLISION COURSE. HE REACTED FINE AND WE BOTH MANEUVERED AWAY FROM EACH OTHER. HE RPTED THE NEAR MISS. MWC CTLR TOLD HIM TO TURN ON HIS XPONDER. I NEVER HEARD OF ANY TFC DEPARTING THE AREA. I WAS NEVER TOLD TO WATCH FOR TFC. LATER, THE CTLR TOLD ME THE ACFT HAD HIS XPONDER OFF AND THE ACFT HAD RPTED TO HIM THAT HE WOULD DEPART NW. CTLR DID A POOR JOB. ARPT SEEMED SLOW -- LITTLE TFC. BOTH ACFT DID NOT COLLIDE BECAUSE OF THE PLTS SEEING EACH OTHER IN TIME. CTLR WAS NOT WATCHING OR CONCERNED ABOUT MY ENTRY TO TFC PATTERN.
