Narrative:
Pilot given cross bands intersection at one four thousand. He read it back correctly. Was observed via mode C at 12700 ft, 10 mi east of bands. Called psp approach to make a radar pointout, as the aircraft was now in their airspace, then called socal approach to inform them that aircraft was coming into their airspace at 12000 ft instead of per LOA at 14000 ft.

Title: ZLA RADAR TRAINEE AND INSTRUCTOR OBSERVE AN MD83 OVERSHOOT THEIR ASSIGNED AND ACKNOWLEDGED ALT AND PENETRATE PSP AIRSPACE PRIOR TO ZLA EFFECTING TIMELY COORD.
Narrative: PLT GIVEN CROSS BANDS INTXN AT ONE FOUR THOUSAND. HE READ IT BACK CORRECTLY. WAS OBSERVED VIA MODE C AT 12700 FT, 10 MI E OF BANDS. CALLED PSP APCH TO MAKE A RADAR POINTOUT, AS THE ACFT WAS NOW IN THEIR AIRSPACE, THEN CALLED SOCAL APCH TO INFORM THEM THAT ACFT WAS COMING INTO THEIR AIRSPACE AT 12000 FT INSTEAD OF PER LOA AT 14000 FT.
