Narrative:

On may/sun/02 around XA00, ZJX tmu once again failed to take the appropriate action and enforce restrs in a timely manner and relied on the east area to fix the problem. Xxxxx had departed tpa and had flown over 220 mi on a bad route. The route restr had been in place for several hours, prior to air carrier departure. The ZJX tmu believes that waiting to the last min to issue a route is appropriate and has become common practice. This practice has many flaws and is unsafe. These practices are placing an unfair burden on the controllers in the east area and increases the complexity and manageability of the sectors to an unacceptable level. For example, at the time tmu called the area to have the routing issued to xxxxx, sector 49 had over 17 tracks, was combined with R50 and had no d-side. Why didn't tmu back up this restr and enforce it? These failures are occurring on a daily basis.

Title: ARTCC RADAR CTLR AT ZJX BELIEVES THE FACILITY TMU DID NOT PROPERLY ENFORCE RTE RESTRS AFFECTING THE CTR E AREA SECTOR.

Narrative: ON MAY/SUN/02 AROUND XA00, ZJX TMU ONCE AGAIN FAILED TO TAKE THE APPROPRIATE ACTION AND ENFORCE RESTRS IN A TIMELY MANNER AND RELIED ON THE E AREA TO FIX THE PROB. XXXXX HAD DEPARTED TPA AND HAD FLOWN OVER 220 MI ON A BAD RTE. THE RTE RESTR HAD BEEN IN PLACE FOR SEVERAL HRS, PRIOR TO ACR DEP. THE ZJX TMU BELIEVES THAT WAITING TO THE LAST MIN TO ISSUE A RTE IS APPROPRIATE AND HAS BECOME COMMON PRACTICE. THIS PRACTICE HAS MANY FLAWS AND IS UNSAFE. THESE PRACTICES ARE PLACING AN UNFAIR BURDEN ON THE CTLRS IN THE E AREA AND INCREASES THE COMPLEXITY AND MANAGEABILITY OF THE SECTORS TO AN UNACCEPTABLE LEVEL. FOR EXAMPLE, AT THE TIME TMU CALLED THE AREA TO HAVE THE ROUTING ISSUED TO XXXXX, SECTOR 49 HAD OVER 17 TRACKS, WAS COMBINED WITH R50 AND HAD NO D-SIDE. WHY DIDN'T TMU BACK UP THIS RESTR AND ENFORCE IT? THESE FAILURES ARE OCCURRING ON A DAILY BASIS.
