Narrative:
I cleared #1 PA31 for takeoff runway 24R. I taxied #2 PA31 into position and hold runway 24R. #1 PA31 advised there was an aircraft on his runway. I observed #2 PA31 in the vicinity of runway 24R at intersection east. I did not observe him on the runway. The #2 PA31 did not state he was at taxiway east. It was noted on the strip. Runway sjs 24R approach end not in sight from the tower and we had a new asde map. Apparently the #2 PA31 accessed runway 24R at echo as the #1 PA31 was departure. The situation may have been different had I noticed the strip marking indicating runway 24R at east or had the aircraft verbalized to me that he was at east or if I had been able to see the approach end of runway 24R.

Title: POTENTIAL CONFLICT ON A SAME RWY ASSIGNMENT. ATCT LCL CTLR FAILS TO NOTE THE POSITION OF THE NUMBER TWO PA31 THAT WAS CLEARED INTO POSITION AFTER PA31 NUMBER ONE WAS CLEARED FOR TKOF ON RWY 24R AT ANC, AK.
Narrative: I CLRED #1 PA31 FOR TAKEOFF RWY 24R. I TAXIED #2 PA31 INTO POSITION AND HOLD RWY 24R. #1 PA31 ADVISED THERE WAS AN ACFT ON HIS RWY. I OBSERVED #2 PA31 IN THE VICINITY OF RWY 24R AT INTERSECTION E. I DID NOT OBSERVE HIM ON THE RWY. THE #2 PA31 DID NOT STATE HE WAS AT TXWY E. IT WAS NOTED ON THE STRIP. RWY SJS 24R APCH END NOT IN SIGHT FROM THE TWR AND WE HAD A NEW ASDE MAP. APPARENTLY THE #2 PA31 ACCESSED RWY 24R AT ECHO AS THE #1 PA31 WAS DEP. THE SIT MAY HAVE BEEN DIFFERENT HAD I NOTICED THE STRIP MARKING INDICATING RWY 24R AT E OR HAD THE ACFT VERBALIZED TO ME THAT HE WAS AT E OR IF I HAD BEEN ABLE TO SEE THE APCH END OF RWY 24R.
