Narrative:
Late request of oceanic clearance. At exactly XA00Z, I began to type our oceanic route clearance into the FMC/ACARS in accordance with the flight document folder. The captain and I discussed the ETA for a few mins. We were distraction from this process as the flight attendants brought our crew meals to the cockpit. I am not exactly sure when I sent the position report, but the ACARS paperwork shows XXXX rcl XA13Z. Shortly thereafter, we received an ACARS message to 'contact shanwick by voice XA14Z. I monitored ATC while the captain contacted shanwick on frequency 135.52. The shanwick controller informed the captain that the clearance request was late and to stand by. A few mins later, the controller issued us our oceanic clearance and also indicated that he would inform the company that we were late with our request. Supplemental information from acn 549061: according to shanwick, we'd been 3 mins late requesting our oceanic clearance and they were going to be calling company about it. Callback conversation with reporter acn 548365 revealed the following information: analyst had an extensive callback with a manager of ATC oceanic control at shanwick scottish control. The manager indicated the advanced time is listed in the publication 'uk air pilot' which is the british equivalent of the aim. It is not a requirement, but a recommendation that air crews give eggx 40-90 mins notice of oceanic clearance request. This is to give eggx adequate time to get the aircraft in a proper queue for most efficient oceanic crossing. Analyst also discussed the incident with the flight dispatch international operations manager at a major united states air carrier that operates atlantic flts. This air carrier knew nothing of the recommendation. He indicated that the air carrier will revise its atlantic operating procedures and issue a crew NOTAM until the company fom is revised.

CALLBACK CONVERSATION WITH RPTR ACN 548365 REVEALED THE FOLLOWING INFO: ANALYST HAD AN EXTENSIVE CALLBACK WITH A MGR OF ATC OCEANIC CTL AT SHANWICK SCOTTISH CTL. THE MGR INDICATED THE ADVANCED TIME IS LISTED IN THE PUB 'UK AIR PLT' WHICH IS THE BRITISH EQUIVALENT OF THE AIM. IT IS NOT A REQUIREMENT, BUT A RECOMMENDATION THAT AIR CREWS GIVE EGGX 40-90 MINS NOTICE OF OCEANIC CLRNC REQUEST. THIS IS TO GIVE EGGX ADEQUATE TIME TO GET THE ACFT IN A PROPER QUEUE FOR MOST EFFICIENT OCEANIC XING. ANALYST ALSO DISCUSSED THE INCIDENT WITH THE FLT DISPATCH INTL OPS MGR AT A MAJOR UNITED STATES ACR THAT OPERATES ATLANTIC FLTS. THIS ACR KNEW NOTHING OF THE RECOMMENDATION. HE INDICATED THAT THE ACR WILL REVISE ITS ATLANTIC OPERATING PROCS AND ISSUE A CREW NOTAM UNTIL THE COMPANY FOM IS REVISED.
