Narrative:

Departed dfw with right air conditioning pack placarded inoperative. After takeoff, aircraft would not pressurize. Followed operations manual procedures -- no help. Flight attendant reported loud air noise from rear of aircraft. Cabin temperature became uncomfortably warm. Considering these and previous problems with aircraft, I opted to exercise emergency authority/authorized and return for overweight landing at 133600 pounds. Landing was smooth and uneventful.
