Narrative:
During initial radar vectors for arrival to sanford, fl, orl approach advised flight X. To turn right, heading 270 degrees, maintain 3000 ft, radar vectors for ILS runway 9L. Flight X acknowledged and performed as cleared. ATC said to flight X, maintain 2000 ft. Flight X acknowledged and continued descent. ATC flight X, said to turn left, heading 180 degrees for visual approach runway 9L. Flight X flight X said requesting radar vectors onto the localizer for the ILS runway 9L. ATC answered turn right heading 230 degrees for the ILS approach runway 9L. Flight X: acknowledged and performed as cleared. (After a couple of mins) ATC flight X, said to turn left 180 degrees, maintain 2000 ft. Flight X acknowledged and performed as cleared. (Delayed on this heading until we passed through the localizer.) ATC flight X, turn left, heading 070 degrees to intercept the localizer. Maintain 2000 ft until semco, upon intercept, you are cleared for the ILS approach runway 9L. During the captain's readback, we received an RA, alarming us of 'traffic, climb.' we initiated a climb and, almost immediately after, approach control directed us to climb to 2100 ft. I stood up from my seat to get a better view below us and stated that a small aircraft, which looked like a cessna, was passing directly below us. The captain took note of the separation indicated on the TA/RA, which read 300 ft.

ATC FLT X, TURN L, HDG 070 DEGS TO INTERCEPT THE LOC. MAINTAIN 2000 FT UNTIL SEMCO, UPON INTERCEPT, YOU ARE CLRED FOR THE ILS APCH RWY 9L.
