Planning ILS 22L but received visual 27. Hard to see runway and PAPI. ILS OTS. Low level alert 900 ft over water. First officer flying. Captain did not hear request to arm LNAV. First officer leveled at 900 ft until picking up glidepath. Supplemental information from acn 548587: received low altitude alert at approximately 900 ft over water on final. Captain did not arm LNAV as requested because didn't hear first officer.
