Narrative:
After completing visual approach to touchdown at msp on runway 12R, first officer turned control of aircraft over to captain for taxi clear of the runway toward the gate. Captain turned off runway at intersection A4. Tower advised contact ground control clearing runway. After switching frequency and commencing after landing flows, first officer noticed unlit cones on a collision path and directed captain to stop the aircraft. The captain stopped immediately and acquired the cones visually. Captain directed first officer to contact tower immediately and relay that the aircraft was still on the runway. First officer immediately complied. Tower canceled takeoff clearance for air carrier jet #2. #2 acknowledged aborted takeoff. First officer contacted ground controller to have cones removed. Ground control advised that cones were in place due to a report of cracked cement on taxiway. Cones were removed by operations vehicle and B757 proceeded to gate. Contributing factors: B757 crew missed taxiway closure advisory on ATIS. Tower did not direct exit taxiway or advise of condition. Tower cleared aircraft #2 for takeoff before B757 clear of runway. Aircraft #2 accepted takeoff clearance without ensuring visual clearance. Darkness impaired visibility. Cones were unlit, impairing acquisition at night. A4 is a standard runway exit point for B757 aircraft.

Title: A TXWY INCURSION SETS THE STAGE FOR A POTENTIAL CONFLICT BTWN A B757 STOPPED ON RWY 12R AND ANOTHER ACR CLRED FOR TKOF. ACR X HAD ATTEMPTED A TURNOFF AT A CLOSED TXWY AT MSP, MN.
Narrative: AFTER COMPLETING VISUAL APCH TO TOUCHDOWN AT MSP ON RWY 12R, FO TURNED CTL OF ACFT OVER TO CAPT FOR TAXI CLR OF THE RWY TOWARD THE GATE. CAPT TURNED OFF RWY AT INTXN A4. TWR ADVISED CONTACT GND CTL CLRING RWY. AFTER SWITCHING FREQ AND COMMENCING AFTER LNDG FLOWS, FO NOTICED UNLIT CONES ON A COLLISION PATH AND DIRECTED CAPT TO STOP THE ACFT. THE CAPT STOPPED IMMEDIATELY AND ACQUIRED THE CONES VISUALLY. CAPT DIRECTED FO TO CONTACT TWR IMMEDIATELY AND RELAY THAT THE ACFT WAS STILL ON THE RWY. FO IMMEDIATELY COMPLIED.
