Narrative:
Taxi and takeoff run were uneventful. Performed all required checklists up to line-up checklist. We were cleared for takeoff on runway 8L. After rotation, and after positive climb was confirmed, grabbed the gear handle to raise landing gear. Immediately heard landing gear horn and got red warning light in gear handle. Horn cannot be silenced. Decided to extend gear again to verify we had 3 greens (which we did). Performed quick return checklist and informed tower of our problem. Asked for a hold at VOR in order to talk to company maintenance and possibly fix the problem. Came to the conclusion that gear was functioning properly, but got the horn because flaps were stuck in the takeoff position and could not retract. Informed tower of our intention to land. Were cleared to land, normal landing. Crash fire rescue equipment equipment was dispatched along the runway even though we never asked for assistance and did not declare an emergency. Local maintenance MEL'ed flap system and took off again for normal trip to denver.

Title: A B1900 CREW, DEPARTING PUB, WERE UNABLE TO RETRACT THE FLAPS, SPAWNING A RETURN TO PUB.
Narrative: TAXI AND TKOF RUN WERE UNEVENTFUL. PERFORMED ALL REQUIRED CHKLISTS UP TO LINE-UP CHKLIST. WE WERE CLRED FOR TKOF ON RWY 8L. AFTER ROTATION, AND AFTER POSITIVE CLB WAS CONFIRMED, GRABBED THE GEAR HANDLE TO RAISE LNDG GEAR. IMMEDIATELY HEARD LNDG GEAR HORN AND GOT RED WARNING LIGHT IN GEAR HANDLE. HORN CANNOT BE SILENCED. DECIDED TO EXTEND GEAR AGAIN TO VERIFY WE HAD 3 GREENS (WHICH WE DID). PERFORMED QUICK RETURN CHKLIST AND INFORMED TWR OF OUR PROB. ASKED FOR A HOLD AT VOR IN ORDER TO TALK TO COMPANY MAINT AND POSSIBLY FIX THE PROB. CAME TO THE CONCLUSION THAT GEAR WAS FUNCTIONING PROPERLY, BUT GOT THE HORN BECAUSE FLAPS WERE STUCK IN THE TKOF POS AND COULD NOT RETRACT. INFORMED TWR OF OUR INTENTION TO LAND. WERE CLRED TO LAND, NORMAL LNDG. CFR EQUIP WAS DISPATCHED ALONG THE RWY EVEN THOUGH WE NEVER ASKED FOR ASSISTANCE AND DID NOT DECLARE AN EMER. LCL MAINT MEL'ED FLAP SYS AND TOOK OFF AGAIN FOR NORMAL TRIP TO DENVER.
