Narrative:

While completing the installation of right wing #5 slat, another aircraft returned to the gate with an engine failure on takeoff. Then it was necessary to quickly finish the slat installation so there could be an aircraft swap. When completing the paperwork to finish the job, the question arose as to this item requiring an rii inspection to return to service. Out of the 3 very experienced technicians, 1 went to check a poster in the control office to see if the inspection was required. He returned and said that it wasn't on the list. We completed the paperwork and released the aircraft. When entering the log into our computer system, it came up with a note as an rii. The aircraft had just left. We notified maintenance control and the inspection was completed when it arrived at the destination.

Title: A DC9-30 WAS DISPATCHED IN NON COMPLIANCE WITH #5 SLAT REPLACED WITH NO REQUIRED FAA INSPECTION ACCOMPLISHED.

Narrative: WHILE COMPLETING THE INSTALLATION OF R WING #5 SLAT, ANOTHER ACFT RETURNED TO THE GATE WITH AN ENG FAILURE ON TKOF. THEN IT WAS NECESSARY TO QUICKLY FINISH THE SLAT INSTALLATION SO THERE COULD BE AN ACFT SWAP. WHEN COMPLETING THE PAPERWORK TO FINISH THE JOB, THE QUESTION AROSE AS TO THIS ITEM REQUIRING AN RII INSPECTION TO RETURN TO SVC. OUT OF THE 3 VERY EXPERIENCED TECHNICIANS, 1 WENT TO CHK A POSTER IN THE CTL OFFICE TO SEE IF THE INSPECTION WAS REQUIRED. HE RETURNED AND SAID THAT IT WASN'T ON THE LIST. WE COMPLETED THE PAPERWORK AND RELEASED THE ACFT. WHEN ENTERING THE LOG INTO OUR COMPUTER SYS, IT CAME UP WITH A NOTE AS AN RII. THE ACFT HAD JUST LEFT. WE NOTIFIED MAINT CTL AND THE INSPECTION WAS COMPLETED WHEN IT ARRIVED AT THE DEST.
