Narrative:

When instructed to descend by salt lake approach, I attempted to pull power, but discovered that I had no throttle authority/authorized. Power was at full. I tried to troubleshoot to no avail. I had a strong tailwind and was at 160-165 KTS ground speed. I declared an emergency knowing I would have to get over a runway and pull my mixture closed to dead stick in. I landed successfully on runway 35 at slc. No injuries or damage. Upon removal of the cowling, it was discovered that the a&P, who last worked on my plane had not put a cotter pin with the retaining nut and when the nut came loose my throttle came disconnected.

Title: PA28 PLT HAS MECHANICAL PROB, DECLARES AN EMER AND LANDS AT SLC.

Narrative: WHEN INSTRUCTED TO DSND BY SALT LAKE APCH, I ATTEMPTED TO PULL PWR, BUT DISCOVERED THAT I HAD NO THROTTLE AUTH. PWR WAS AT FULL. I TRIED TO TROUBLESHOOT TO NO AVAIL. UPON REMOVAL OF THE COWLING, IT WAS DISCOVERED THAT THE A&P, WHO LAST WORKED ON MY PLANE HAD NOT PUT A COTTER PIN WITH THE RETAINING NUT AND WHEN THE NUT CAME LOOSE MY THROTTLE CAME DISCONNECTED.
