Narrative:
Nov/mon/02, aircraft #1 received a clearance from socal approach to execute a localizer approach to runway 24 at fullerton. Fi ertpm asps WX reported wind 330 degrees at 3 KTS, ceiling 900 ft, visibility 2 mi. Tops, as observed by aircraft #1 pilot, were 2500 ft MSL. IMC over qewti, aircraft #1 announced position and intentions on CTAF while reconfiguring aircraft for landing. A threat aircraft #2, illegally flying in below VFR conditions, advised it was in the area. When below the overcast, aircraft #1 pilot observed WX to be 500 ft scattered to broken with 1 mi visibility. Aircraft #2 announcement of presence distraction aircraft #1 cockpit procedures, resulting in aircraft #1 landing gear up.
