Narrative:
Per FAA and far I was signing off and releasing aircraft logbooks since 1968 with air carrier regulations wants only crew chiefs and some line supervision to be authorized to logbook entries and releases. After receiving training of air carrier logbook handling 6 months prior to incident, I was led to believe I was qualified. However, air carrier requires ETOPS training and required inspection item training to be qualified for logbook releases signatures. At the time I did not /was not current, on required inspection items although I did have required inspection item training with air carrier and non destructive training 16 yrs ago. Air carrier Y and air carrier training records have not been integrated at time of the incident. Since air carrier gpm does not address the issue and no one locally can clear up or resolve this issue and or confusion. As to if I was or was not qualified and or authorized for air carrier logbook releases.

Title: A LEAD TECHNICIAN WITH 37 YRS EXPERIENCE WITH A MERGED CARRIER RPTS CONFUSION WITH CURRENT CARRIER ON LOGBOOK RELEASE QUALIFICATION.
Narrative: PER FAA AND FAR I WAS SIGNING OFF AND RELEASING ACFT LOGBOOKS SINCE 1968 WITH ACR REGULATIONS WANTS ONLY CREW CHIEFS AND SOME LINE SUPERVISION TO BE AUTHORIZED TO LOGBOOK ENTRIES AND RELEASES. AFTER RECEIVING TRAINING OF ACR LOGBOOK HANDLING 6 MONTHS PRIOR TO INCIDENT, I WAS LED TO BELIEVE I WAS QUALIFIED. HOWEVER, ACR REQUIRES ETOPS TRAINING AND REQUIRED INSPECTION ITEM TRAINING TO BE QUALIFIED FOR LOGBOOK RELEASES SIGNATURES. AT THE TIME I DID NOT /WAS NOT CURRENT, ON REQUIRED INSPECTION ITEMS ALTHOUGH I DID HAVE REQUIRED INSPECTION ITEM TRAINING WITH ACR AND NON DESTRUCTIVE TRAINING 16 YRS AGO. ACR Y AND ACR TRAINING RECORDS HAVE NOT BEEN INTEGRATED AT TIME OF THE INCIDENT. SINCE ACR GPM DOES NOT ADDRESS THE ISSUE AND NO ONE LOCALLY CAN CLR UP OR RESOLVE THIS ISSUE AND OR CONFUSION.
