Narrative:
I was first officer on flight. I was PF. Departed runway 26L at elp. Initial clearance, left turn 120 degrees, climb to 7000 ft. Next clearance, climb to 8000 ft. Next clearance, left turn 090 degrees climb to 17000 ft. In this turn, we received TA about 2 mi ahead and 700 ft above. Descend alert. At same time, ATC gave TA to us and we could hear bells and whistles in backgnd of their transmission, suspect ATC traffic alert. Complied with RA. Observed traffic pass off right side of our aircraft at same altitude, less than 1 mi separation. Advised ATC of our RA compliance. The traffic was a helicopter. Helicopter pilot made comment about our flight path. I believe our ATC directed clearance, of the turn and climb, put us in conflict with the helicopter. Clear of conflict, we continued on course and climbed to 17000 ft. The WX was VFR.

COMPLIED WITH RA. OBSERVED TFC PASS OFF R SIDE OF OUR ACFT AT SAME ALT, LESS THAN 1 MI SEPARATION. ADVISED ATC OF OUR RA COMPLIANCE. THE TFC WAS A HELI. HELI PLT MADE COMMENT ABOUT OUR FLT PATH. I BELIEVE OUR ATC DIRECTED CLRNC, OF THE TURN AND CLB, PUT US IN CONFLICT WITH THE HELI. CLR OF CONFLICT, WE CONTINUED ON COURSE AND CLBED TO 17000 FT. THE WX WAS VFR.
