Narrative:
We arrived at aircraft to find maintenance finishing logbook entries. They stated that a bolt had been changed in the elevator, and the aircraft would require a test flight. I specifically asked if there was any flight restrs. Maintenance personnel said 'no.' a white maintenance sticker was affixed to the center console, and logbook stated aircraft needs test flight. When we received our release in ZZZ, no MEL/cdl/maintenance note items were affixed. When we received our release in ZZZ1, a maintenance note was affixed stating a 290 KIAS restr was imposed until a test flight was accomplished. This is a definite 'gotcha' situation. We trusted maintenance to give us accurate information. They did not. We exceeded an MEL/cdl restr based on our trust of our maintenance staff. Would somebody please ask ZZZ maintenance to provide accurate information to the crews?

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH A DEFERRED TEST FLT REQUIREMENT ITEM, BUT THE COCKPIT WAS NOT PLACARDED WITH SPD LIMIT.
Narrative: WE ARRIVED AT ACFT TO FIND MAINT FINISHING LOGBOOK ENTRIES. THEY STATED THAT A BOLT HAD BEEN CHANGED IN THE ELEVATOR, AND THE ACFT WOULD REQUIRE A TEST FLT.
