Narrative:

I was working local control west and extremely busy with a drawn-out runway change. Dfw TRACON continued landing runway 18R long after a runway change was called. Because of this the south end of the airport was becoming extremely congested and required a great deal of attention. Aircraft Y landed and rolled long due to tailwinds. Aircraft X was on short final and, because I was so busy, I realized that I had not talked to him. When aircraft Y rolled long, I attempted to send aircraft X around, but the aircraft was not on tower frequency. Aircraft X landed and it appeared to me that aircraft Y had not completely exited the runway.

ACFT X WAS ON SHORT FINAL AND, BECAUSE I WAS SO BUSY, I REALIZED THAT I HAD NOT TALKED TO HIM. WHEN ACFT Y ROLLED LONG, I ATTEMPTED TO SEND ACFT X AROUND, BUT THE ACFT WAS NOT ON TWR FREQ. ACFT X LANDED AND IT APPEARED TO ME THAT ACFT Y HAD NOT COMPLETELY EXITED THE RWY.
