CRJ2 departed cle for ord. B735 was inbound to cle. When CRJ2 transitioned from a low altitude sector to a high altitude sector, the aircraft was cleared to an altitude that the B735 was descending through without enough lateral separation.

Title: ZOB ARTCC RADAR CTLR LOST LATERAL SEPARATION BEFORE VERT SEPARATION COULD BE APPLIED BTWN A CRJ2 CLBING AND A B737 DSNDING.
Narrative: CRJ2 DEPARTED CLE FOR ORD. B735 WAS INBOUND TO CLE. WHEN CRJ2 TRANSITIONED FROM A LOW ALT SECTOR TO A HIGH ALT SECTOR, THE ACFT WAS CLRED TO AN ALT THAT THE B735 WAS DSNDING THROUGH WITHOUT ENOUGH LATERAL SEPARATION.
