Narrative:
Aircraft #1 was advised on 2 1/2 mi final to runway 34 to plan turnoff on runway 23R. Runway 34 was active, runway 5R in use for some departures. Traffic was holding on taxiway B to cross runway 34. Aircraft #1 landed, was rolling out. Aircraft #2 was taxied into position. Aircraft #3 was taxied into position on runway 5. Aircraft #4 cleared to land runway 34. Observed aircraft #1 slowed at intersection 34/23R. Cleared aircraft #2 for departure believing aircraft #1 exiting on runway 23R as planned. Aircraft #1 continued to end. Mistake was not telling aircraft #1 turn right runway 23R.
