Narrative:
We were shooting practice approached to runway 32 rap. We had been cleared for the approach, and upon passing the OM, were cleared for the option. On approaching short final to runway 32, we heard an aircraft announce turning short final for runway 32. He also stated to tower, that there was another aircraft on short final, and he was going to declare a go around. We saw him in front of us and took evasive action. We declared a missed approach and asked tower why he hadn't called out the traffic! We then got complete silence from the tower. He knew he had screwed up and almost caused a mid-air collision! This controller was sleeping on the job and giving 2 aircraft permission to land at the same time requires disciplinary action!

Title: LNDG PA34 EXPERIENCES NMAC ON SHORT FINAL TO RAP.
Narrative: WE WERE SHOOTING PRACTICE APCHED TO RWY 32 RAP. WE HAD BEEN CLRED FOR THE APCH, AND UPON PASSING THE OM, WERE CLRED FOR THE OPTION. ON APCHING SHORT FINAL TO RWY 32, WE HEARD AN ACFT ANNOUNCE TURNING SHORT FINAL FOR RWY 32. HE ALSO STATED TO TWR, THAT THERE WAS ANOTHER ACFT ON SHORT FINAL, AND HE WAS GOING TO DECLARE A GAR. WE SAW HIM IN FRONT OF US AND TOOK EVASIVE ACTION. WE DECLARED A MISSED APCH AND ASKED TWR WHY HE HADN'T CALLED OUT THE TFC! WE THEN GOT COMPLETE SILENCE FROM THE TWR. HE KNEW HE HAD SCREWED UP AND ALMOST CAUSED A MID-AIR COLLISION! THIS CTLR WAS SLEEPING ON THE JOB AND GIVING 2 ACFT PERMISSION TO LAND AT THE SAME TIME REQUIRES DISCIPLINARY ACTION!
