Narrative:
After 2 military fighters landed on runway 29R, we were cleared to taxi into position and hold. The fighters had a long rollout. We were in position and holding for about 1 min. Tower controller then asked a crj jet transport on final if they could land on runway 29L. After a short break, the crj answered negative, they needed runway 29R for landing. Tower then used nonstandard phraseology and told them to do right closed traffic. They did not understand what tower wanted them to do. Then tower told them to 'go around.' they complied immediately and started climbing. During this time, tower never told us about the other flight. Tower should have told us that there was an aircraft on final as he cleared us into position and hold. As the crj flew over us, we got a TA on our TCASII indicating that they were 500 ft above us when he initiated his go around. This situation was caused by poor situational awareness from fat tower controller. Controller should have told us about aircraft on final or had us hold short of the runway until the crj had landed. The crj pilots should also have paid more attention to the radio and initiated a go around on their own when they realized that we were holding in position.

Title: POTENTIAL GND CONFLICT RPTED BY A CL65 FLT CREW AFTER ACR Z ON DELAYED GAR, OVERFLY ACR X, ANOTHER CL65 HOLDING IN POS FOR TKOF AS 2 MIL JETS PERFORM AN EXTENDED ROLLOUT AFTER LNDG AT FAT, CA.
Narrative: AFTER 2 MIL FIGHTERS LANDED ON RWY 29R, WE WERE CLRED TO TAXI INTO POS AND HOLD. THE FIGHTERS HAD A LONG ROLLOUT. WE WERE IN POS AND HOLDING FOR ABOUT 1 MIN. TWR CTLR THEN ASKED A CRJ JET TRANSPORT ON FINAL IF THEY COULD LAND ON RWY 29L. AFTER A SHORT BREAK, THE CRJ ANSWERED NEGATIVE, THEY NEEDED RWY 29R FOR LNDG. TWR THEN USED NONSTANDARD PHRASEOLOGY AND TOLD THEM TO DO R CLOSED TFC. THEY DID NOT UNDERSTAND WHAT TWR WANTED THEM TO DO. THEN TWR TOLD THEM TO 'GO AROUND.'
