Narrative:
Problem arose after landing at scottsdale and being handed off to ground. Traffic, both air and ground, was very heavy. After touchdown, I was advised by tower 'exit runway soonest ramp, to clear for departing traffic. Taxi to ramp and monitor ground 121.6.' there were 2 planes in the pattern behind me and a private jet waiting to depart. I exited runway 21 on taxiway A7. As I turned onto the common taxiway off taxiway A7, I had 121.6 already on the radio. As my nose reached the common taxiway, I was shouted at by ground that I had no clearance to taxi. I requested clearance to taxi with 'progressive' to the GA ramp for parking. I was told by ground to get off his taxiway as soon as possible and contact ground 122.95 for instructions. This I did. After parking, I turned on a handheld navigation/communication and listened to the tower. They repeatedly gave instructions to landing pilots to 'taxi to park, monitor ground on point six.' I have flown many class C and D arrs and have always received a 'hold short' call if taxiing was unsafe. I did not receive a hold short instruction at scottsdale and suggest the tower change their wording on radio instruction to landing pilots. I felt my judgement was correct given the radio message received.

Title: PA32 PLT HAD UNPROFESSIONAL GND CTLR HANDLING AT SDL.
Narrative: PROB AROSE AFTER LNDG AT SCOTTSDALE AND BEING HANDED OFF TO GND. TFC, BOTH AIR AND GND, WAS VERY HVY. AFTER TOUCHDOWN, I WAS ADVISED BY TWR 'EXIT RWY SOONEST RAMP, TO CLR FOR DEPARTING TFC. TAXI TO RAMP AND MONITOR GND 121.6.'
