Narrative:
On climb out from atlanta, en route to panama city (pfn), we lost our left air conditioning pack and cabin pressurization passing through 10000 ft MSL. We stopped the climb and leveled off at 10000 ft and told ATC we could not climb, and needed vectors and time to 'check things out.' we ran all appropriate checklists and could not regain cabin pressurization. After consulting with company maintenance and dispatcher, I declared an emergency for possible structural damage and returned to atlanta. We had the crash trucks check the aircraft for any exterior damage after landing. No damage was found and we taxied to the gate.

Title: EMER DECLARED BY THE FLT CREWOF A CL600 WHEN UNABLE TO PRESSURIZE THEIR ACFT, RETURN AND LAND AT ATL, GA.
Narrative: ON CLBOUT FROM ATLANTA, ENRTE TO PANAMA CITY (PFN), WE LOST OUR L AIR CONDITIONING PACK AND CABIN PRESSURIZATION PASSING THROUGH 10000 FT MSL. WE STOPPED THE CLB AND LEVELED OFF AT 10000 FT AND TOLD ATC WE COULD NOT CLB, AND NEEDED VECTORS AND TIME TO 'CHK THINGS OUT.' WE RAN ALL APPROPRIATE CHKLISTS AND COULD NOT REGAIN CABIN PRESSURIZATION.
