Narrative:
Aircraft at FL290 level cruise. Other aircraft was climbing to FL310 at slow rate of climb. Turns were issued, separation lost. If aircraft are climbing/descending at a rate below normal for the conditions, ATC should be notified, without having to solicit.

Title: ZDC CTLR LOST SEPARATION BTWN CLBING AND ENRTE ACFT.
Narrative: ACFT AT FL290 LEVEL CRUISE. OTHER ACFT WAS CLBING TO FL310 AT SLOW RATE OF CLB. TURNS WERE ISSUED, SEPARATION LOST. IF ACFT ARE CLBING/DSNDING AT A RATE BELOW NORMAL FOR THE CONDITIONS, ATC SHOULD BE NOTIFIED, WITHOUT HAVING TO SOLICIT.
