Narrative:
We departed a florida airport at XA00 on 05/sun/03 and flew VFR/flight following to chs for the purpose of refueling and filing the washington dc ADIZ VFR flight plan to W29. At approximately XE45, we filed the required VFR dc ADIZ flight plan with anderson FSS station. We taxied out and opened the flight plan. We were cleared for takeoff VFR chs direct to ric to W29. We experienced very strong headwinds at 35 to 50 knots dropping our usual speed of 140 KTS down to 90 KTS. We were flight followed, and worked every approach control all the way to ric then given to washington center, then pct approach, who asked us for a revised ETA for W29 as were far behind plan and a search was being initiated. We revised and advised pct of our new later ETA, and were told some people were looking for us when we landed at W29. We worked pct for descent into W29, who told us to continue squawking until we shut down. Upon landing at W29 we were told the FSS had initiated a search as we were so far behind plan. I called the FSS and asked them to close our VFR ADIZ flight plan and they advised they would, but asked why pct had not air closed it? We did not know why. Three days later, we received a telephone call from the FAA FSDO advising me that us customs had filed an ADIZ violation against me! How could the FAA both initiate a search due to late arrival based on the flight plan time and at the same time have customs claim I had no ADIZ flight plan, an obvious right hand at FAA not talking to the left hand in the tsa! On our return trip out of the dc ADIZ, we again confirmed with anderson FSS that we had filed and it is on the tape! Likewise, the code assigned for the dc ADIZ in on the tape at chs departure for XF00. Obviously, either pct did not get the flight plan while all other sections did get it, or pct lost the plan, or did not advise customs we were legal! Six days after the flight, the FAA called W29 still looking for us as missing as the FSS at jyo still had not closed the plan! An all round royal screw up due to poor FAA communication protocols! After discussing this with several FSS stations and with numerous other pilots, I am advised by numerous FAA people that pct approach is overwhelmed with the VFR ADIZ requirement and can not administer the tsa program as required. I have never been violated for any reason previously.

WE WORKED PCT FOR DESCENT INTO W29, WHO TOLD US TO CONTINUE SQUAWKING UNTIL WE SHUT DOWN. UPON LNDG AT W29 WE WERE TOLD THE FSS HAD INITIATED A SEARCH AS WE WERE SO FAR BEHIND PLAN. I CALLED THE FSS AND ASKED THEM TO CLOSE OUR VFR ADIZ FLT PLAN AND THEY ADVISED THEY WOULD, BUT ASKED WHY PCT HAD NOT AIR CLOSED IT? WE DID NOT KNOW WHY. THREE DAYS LATER, WE RECEIVED A TELEPHONE CALL FROM THE FAA FSDO ADVISING ME THAT US CUSTOMS HAD FILED AN ADIZ VIOLATION AGAINST ME! HOW COULD THE FAA BOTH INITIATE A SEARCH DUE TO LATE ARRIVAL BASED ON THE FLT PLAN TIME AND AT THE SAME TIME HAVE CUSTOMS CLAIM I HAD NO ADIZ FLT PLAN, AN OBVIOUS RIGHT HAND AT FAA NOT TALKING TO THE LEFT HAND IN THE TSA! ON OUR RETURN TRIP OUT OF THE DC ADIZ, WE AGAIN CONFIRMED WITH ANDERSON FSS THAT WE HAD FILED AND IT IS ON THE TAPE! LIKEWISE, THE CODE ASSIGNED FOR THE DC ADIZ IN ON THE TAPE AT CHS DEP FOR XF00. OBVIOUSLY, EITHER PCT DID NOT GET THE FLT PLAN WHILE ALL OTHER SECTIONS DID GET IT, OR PCT LOST THE PLAN, OR DID NOT ADVISE CUSTOMS WE WERE LEGAL! SIX DAYS AFTER THE FLT, THE FAA CALLED W29 STILL LOOKING FOR US AS MISSING AS THE FSS AT JYO STILL HAD NOT CLOSED THE PLAN! AN ALL ROUND ROYAL SCREW UP DUE TO POOR FAA COM PROTOCOLS! AFTER DISCUSSING THIS WITH SEVERAL FSS STATIONS AND WITH NUMEROUS OTHER PLTS, I AM ADVISED BY NUMEROUS FAA PEOPLE THAT PCT APCH IS OVERWHELMED WITH THE VFR ADIZ REQUIREMENT AND CAN NOT ADMINISTER THE TSA PROGRAM AS REQUIRED. I HAVE NEVER BEEN VIOLATED FOR ANY REASON PREVIOUSLY.
