Narrative:

While holding for runway 16R at hef I experienced a missed position and hold call. A C152 was using an intersection departure. I was at the very end of the runway. I called cleared for takeoff runway 16R. The controller asked who was first for takeoff. I called first for takeoff. At the time I was unaware of the C152 on the intersection departure. I heard the controller say position and hold. I thought he had used my tail number before that transmission. I repeated call sign position and hold. The controller did not say anything until he saw both myself and the C152 on the runway. He said 'hey are there 2 planes on the runway?' I transmitted that I heard position and hold and was not turned down. The C152 departed without incident. I followed behind. I believe my failure to comprehend the transmission contributed to the incident. The controller's failure to acknowledge my position and hold was the other contributing factor.

Title: C182 AT HEF TAXIED INTO POS WITHOUT ATC CLRNC.

Narrative: WHILE HOLDING FOR RWY 16R AT HEF I EXPERIENCED A MISSED POS AND HOLD CALL. A C152 WAS USING AN INTXN DEP. I WAS AT THE VERY END OF THE RWY. I CALLED CLRED FOR TKOF RWY 16R. THE CTLR ASKED WHO WAS FIRST FOR TKOF. I CALLED FIRST FOR TKOF. AT THE TIME I WAS UNAWARE OF THE C152 ON THE INTXN DEP. I HEARD THE CTLR SAY POS AND HOLD. I THOUGHT HE HAD USED MY TAIL NUMBER BEFORE THAT XMISSION. I REPEATED CALL SIGN POS AND HOLD. THE CTLR DID NOT SAY ANYTHING UNTIL HE SAW BOTH MYSELF AND THE C152 ON THE RWY. HE SAID 'HEY ARE THERE 2 PLANES ON THE RWY?' I XMITTED THAT I HEARD POS AND HOLD AND WAS NOT TURNED DOWN. THE C152 DEPARTED WITHOUT INCIDENT. I FOLLOWED BEHIND. I BELIEVE MY FAILURE TO COMPREHEND THE XMISSION CONTRIBUTED TO THE INCIDENT. THE CTLR'S FAILURE TO ACKNOWLEDGE MY POS AND HOLD WAS THE OTHER CONTRIBUTING FACTOR.
